Case Study | First Quality Tissue :: Global Location Strategies

The Need 

Global Location Strategies consultants were engaged by First Quality Tissue, LLC to identify and evaluate feasible “mega” sites in eleven southeastern United States for a $1 billion tissue manufacturing facility. Codenamed Project “Big Water”, one of the most important consideration for this project was access to large quantities of process water.

Other key considerations for this project were existing industrial infrastructure, electricity and natural gas availability, a quality workforce, several environmental conditions (air quality attainment, ability to treat and discharge wastewater, etc.), access to rail and highway infrastructure, and taxes and incentives.

The Solution 

A project of this scale would usually require up to a year. In less than eight weeks, Global Location Strategies consultants identified a group of feasible locations for the First Quality Tissue plant.

The finalist locations were in Anderson, South Carolina and Augusta, Georgia. The company chose the Anderson County site due to its proximity to the growing Southeastern market, quality infrastructure and low energy costs among other factors.

This project was chosen by Area Development magazine as the national “Project of the Year” for 2010.
