The Association

The Water Environment Association of the Philippines, Inc. (WEAP) is a Philippine registered non-profit, non-stock organization established to provide practicing professionals with the information and tools necessary to address environmental protection in the Philippines. These include professional development and enrichment, access to technical information, business contacts, promotion of high technical standards and improved public awareness and understanding of environmental issues.

In 1994, the United States-Asia Environmental Partnership sent the first Philippine Delegation to the Annual WEFTEC Exhibit and Conference held in Chicago, USA. The delegates conceived the idea of establishing a Member Association of the Water Environment Federation (WEF) based in U.S.A., hence, WEAP was formed.

On September 21, 1995, WEAP was officially inaugurated with Ms. Marsha Shutty, International Program Manager of the WEF as the special guest of honor. The chartered members were officially inducted during the inauguration. Engr. Porthos P. Alma Jose was elected as chartered President.

On September 30, 1996, WEAP was officially registered with the Securities and Exchange Commission with registration no. A199607170. A general assembly was held, where the first Members of the Board of Officers and Directors were officially elected with Engr. Porthos P. Alam Jose as President.

As a Member Association of the WEF, WEAP is actively involved in the WEFTEC Annual Exhibit & Conference in USA organized by United States Asia-Environmental Partnership and the US Foreign Commercial Service. WEFTEC showcased the latest technologies in the water and wastewater treatments, conducts technical conferences and seminars with the experts. Also, the delegates have the chance of visiting different WTP facilities in USA. This activity is supported by US-AEP and the US Foreign Commercial Service.

WEF has exciting and diversified products and services to offer to its members: technical publications, training materials, conferences, seminars and expositions, videos and school curriculum products and data bases. For over 60 years, WEF has been providing its members with valuable and timely information which renders organization’s members. The combined efforts of WEAP and the international experience of WEF make the information available the best on the market.

WEAP has been offering quality seminars to its members with international and local experts as speakers. It has its own library where the technical books, magazines, videotapes, CD and other material pertaining to water and wastewater are donated by WEF. It is also offering WEF books for sale.

In 1997, WEAP joined the Indiana Water Pollution Control Association (IWPCA) in its Technical Exchange Program for training Wastewater Treatment Plant Operators. For the past years, WEAP has sent 15 delegates to IWPCA for extensive trainings.

In support to the Clean Water Act, WEAP signed a Memorandum of Agreement with the Department of Environment & Natural Resources-Environmental Management Bureau (DENR-EMB) for National Capital Region and other regions to conduct regular trainings for Pollution Control Officers relative to industry sectors’ compliance with environmental laws and catering to industry sectors.

In 2006, WEAP held it first (1st) National Annual Convention with the theme: “Preserving our Water Environment: Challenges for a Better Tomorrow” at the Waterfront Hotel, Lahug, Cebu City. The convention headed by its President Atty. Daniel P. Fandińo, Jr. and attended by the various water districts, environmental practioners, consultants, pollution control officers, suppliers, contractors and students. Succeeding yearly conventions were held at Davao City, Oxford Hotel, Clark, Pampanga, Camp John Hay, Baguio City, Waterfront Hotel, Lahug, Cebu City, Bacolod City, Pampanga City, Naga City and Manila. The 13th National Annual -Convention was held at Legazpi City on June 27-29, 2018.

During the 4th National Annual Convention, the WEAP amended its by-laws and was ratified by its members. The new amended by-laws was patterned after the mother unit WEF by-laws.

Year 2010, WEAP moved to a new office located at Room 301 Delta Building, West Avenue, Quezon City. In conformance with the new WEAP by-laws, WEAP held its first National Council meeting with representatives from 13 regions in the Philippines on April 16, 2010 at Aloha Hotel, Manila. The National Council confirmed all appointed WEAP Trustees.

Likewise, WEAP SEC registration, which was revoked in February 2004, was reactivated by the Securities and Exchange Commission on May 28, 2010.
