Quality Control Manager (QCM)

The Quality Control Manager (QCM) is responsible for the compliance with the PACOM Task Order as described in the Performance Work Statement, the local government operations, as well as with the CWU policies and procedures.

NOTE:  While this Job Description covers main Quality Control Manager duties, it should be understood that the QCM is a part of a small CWU on-site project management team; therefore, the QCM is responsible to perform any and all tasks in support of the Task Order, The CWU-PACOM staff and the overall CWU-PACOM operations, even if not mentioned in this document.

Must be presentable and polite at all times, as you will interface on routine basis with the many varied institutions and clients of the PACOM AOR.

 

DUTIES AND RESPONSIBILITIES

  • Responsible for implementation of task order Quality Control Plan (QCP). 
  • Ensures QCP is reviewed, updated and approved by Government annually or as required
  • Ensures all service deliverables meet quality standards, performance requirements and submission deadlines.
  • Responsible for monitoring key aspects of program and contract management, including subcontractor management, recruiting and staffing on TO, security management, and linguist support processes and procedures to ensure compliance with DLITE and TO requirements.
  • Responsible for periodic, routine and scheduled inspections of all aspects of contract performance.
  • Responsible for coordinating with program office staff on identified concerns or issues.
  • Ensures corrective measures eliminate deficiencies and reoccurrence.
  • Recommends process performance improvements.
  • Responsible for timely and accurate reporting on quality.
  • Assist in the payroll process.
  • Responsible for language testing annually.
  • Responsible for Medical/Dental compliance annually.
  • Responsible for linguist initial and recurring annual training.
  • Reviews and corrects linguists’ translations/reports (in English) prior to submission to the customer, and coach linguists on their errors to prevent repetition.
  • Communicates and coordinates customer feedback (MOE) on linguists’ performance.
  • Coaches and counsel’s linguists on quality and performance matters.
  • Covers fellow CWU-PACOM managers during their absence and as/when needed.
  • Remains up-to-date with and complies with all customer and CWU policies and procedures.
  • Performs all task and duties listed in “QCM’s Task List” and other supporting documents provided by CWU and by the government customer.

QUALIFICATIONS/EXPERIENCE:

  • Must possess a TOP Secret/SCI
  • Must possess the communication skills to effectively interface with senior military officials, managers, and subordinates
  • 5 years Quality Control Management experience (experience must be relevant to military operating environments within the last 10 years.)

EDUCATION/CERTIFICATIONS

  • Bachelor’s degree in business related field
  • Documented Quality Control Training

EDUCATION EQUIVALENCY

  • 10 years of QC experience with 2yrs of management experience

SKILLS

  • Competency with project management software tools and program portals.
  • Efficient, advanced skills in Microsoft Office Suite applications and Adobe Acrobat, including efficient word processing, spreadsheet processing, and typing skills.
  • Knowledge and understanding of the most recent version of regulations and guidance.
